Responsibilities The Vice Chair of Application Development has a focus on providing a high-quality application development service internally to Mayo Clinic to create custom developed applications utilizing the most modern techniques in a hybrid multi-cloud environment. These application development services will be provided to a broad set of Mayo Clinic areas including clinical, research, education, administration and other Mayo business lines. The Vice Chair of Application Development needs to have proven experience leading an application development organization of 100 software engineers, establishing software development standards, ensuring high quality outcomes, and creating and running an efficient organization. The Vice Chair will work cooperatively with the other vice chairs and leaders across the Digital Technology organization to achieve our Bold. Forward. aspirations. The Vice Chair reports to the CIO. This function will leverage a blended model of dedicated engineers and staff augmentation including the use of an Offshore Development Center. As an enterprise leader, the vice chair has a scope of operations that include Mayo Clinic Rochester, Mayo Clinic Heath System, Florida and Arizona. The vice chair is accountable for ensuring the most effective and efficient application development services, strategies, plans, technologies, processes, standards, and skills. The vice chair is responsible for ensuring related services and projects meet or exceed expectations, are delivered on time, and on budget. Responsibilities include: • Designing, implementing and continuously improving a core application development capability that leverages modern techniques, automation, and AI to achieve exceptional results. • Refining and applying Mayo’s SDLC to ensure that software produced is of the highest quality • Is a member of the Department of Information Technology and the senior management team of the department. • Will develop organizational structure and processes to ensure convergence and efficient operations of assigned activities. • Works closely with physician and administrative partners to develop strategies and tactics required to meet organizational objectives. • Coordinates support activities with business owners, shield leaders, and corresponding administrative functions of IT, Finance, Human Resources, and additional administrative functions. • Responsible for development of operating expense and capital budgets within the guidelines of the organizations overall goals and objectives. • Monitors organizational performance related to such budgets and supports the CIO in assuring the organization operates in a cost-effective manner. • Carries out responsibilities assigned by the CIO The Vice Chair is a contributing member of the Mayo Clinic technology organization and reports to either the Chief Digital Officer or the Chief Information Officer. The Vice Chair will play a pivotal role in transforming technology at Mayo Clinic including implementation of a flexible, outcomes-focused organizational framework designed to better support innovation. This model establishes clear decision-making rights and consistent prioritization for major technological initiatives, improves key technologies, enhances our talent, and fosters inspired thought leadership along with an outcomes-focused culture. The Vice Chair works cooperatively with physicians, department chairs, administrative colleagues, and allied health staff across Mayo Clinic. They may also serve as a liaison to sites, other Mayo business entities, or other Administration. The Vice Chair participates in planning and implementation of the strategic and operational objectives in support of Mayo Clinic’s technology goals. The Vice Chair is accountable for providing guidance, leadership development, and administrative support to their teams and assigned committees. This role partners closely with physician/scientist allies to foster a category of one data and digital ecosystem through collaboration spanning the sites, shields and administrative shared services. A Vice Chair ensures their organization, and themselves personally, achieve the outcomes as defined by the CIO/CDO. They build a world class team of experts and creates a culture of excellence, efficiency and innovation. As an enterprise leader, the Vice Chair has a scope of operations with all Mayo Clinic business entities. The Vice Chair is accountable for ensuring that the functions/operations of their area meet site and other Mayo business entity strategic objectives while keeping Mayo Clinic mission and values at the forefront. They develop organizational structures and processes to ensure convergence and efficient operations of assigned activities. The Vice Chair is accountable for ensuring the most effective and efficient enterprise technology services, strategies, plans, technologies, processes, standards, and skills. The Vice Chair coordinates support activities with site leadership, Mayo business entity leaders, and corresponding administrative functions. They may also work closely with physician and administrative partners to develop strategies and tactics required to meet organizational objectives. The Vice Chair will collaborate closely with the other leaders in the technology organization. They coordinate with the Chief Information Security Officer to ensure the implementation of security and privacy policies. The Vice Chair is responsible for the development of operating expense and capital budgets within the guidelines of the organizations overall goals and objectives. They may also partner closely with other organizations and vendors, and manage those relationships at the highest level, to ensure to meet Mayos vision. They also monitor organizational performance related to such budgets and support the CDO/CIO in assuring the organization operates in a cost-effective manner. The Vice Chair carries out responsibilities assigned by the CDO/CIO and acts on their behalf in their absence to ensure continuity of all organizational operations, in accordance with the prescribed standards, philosophy, and policies. As a hybrid role, this is a work arrangement that supports a combination of offsite (remote) and on-site work according to business needs. Must be located within driving distance of one Mayo Clinic campus in Rochester, MN; Jacksonville, FL or Phoenix, AZ.Relocation assistance is available to those who qualify. Qualifications A bachelor’s degree in technology, health care administration or related field; a minimum of ten years of significant leadership and management experience is required. Leadership and management experience must include working with physicians and allied health staff in a variety of assignments. Must have demonstrated competencies in leadership, management, operations, finance, and excellent communication skills. Master’s degree preferred. A Vice Chair must have exceptional business acumen, the demonstrated ability to drive transformational change, excellent communication, both internal and customer facing, as well as strong team building and collaboration skills. A Vice Chair must have the demonstrated ability to consolidate multiple related activities into a comprehensive program and the ability to effectively manage budgets and drive efficiency in operations.
